Case Study: Infrastructure & Development Projects
On 18 July 2025, Prime Minister Narendra Modi inaugurated / laid the foundation stones for multiple development projects in Durgapur and nearby zones, with a total cost of about ₹5,400 crore.
Key projects include:
BPCL City Gas Distribution (CGD) Project in Bankura and Purulia, costing ~ ₹1,950 crore – aims to provide PNG (Piped Natural Gas) to households, industrial & commercial clients, CNG at retail outlets.
f the Pradhan Mantri Urja Ganga pipeline (Natural Gas pipeline) — ~ ₹1,190 crore.
Pollution control / cleaner energy component: Retrofitting Flue Gas Desulphurization (FGD) systems at Durgapur Steel Thermal Power Station and Raghunathpur Thermal Power Station (DVC) – ~ ₹1,457 crore.
Doubling of the Purulia–Kotshila rail line (36 km) costing ~ ₹390 crore.
Two Road Over Bridges (ROBs) under Setu Bharatam programme worth ~ ₹380 crore at Topsi and Pandabeshwar in Paschim Bardhaman to reduce accidents at level crossings.
Also, there is a plan to set up a 660 MW supercritical thermal power plant in Durgapur on land of Durgapur Projects Ltd (DPL) under a PPP model. It is in proposal/tender stage, expected investment ~ ₹5,280-₹6,600 crore.
Why this is significant
Boosts regional infrastructure: Gas pipeline, gas distribution improves energy access, cleaner fuel, better industrial & domestic supply.
Environmental benefits: The FGD systems aim to reduce industrial pollution / emissions. Cleaner air can help public health.
Connectivity improvements: Rail, road over bridges — improved transportation reduces travel time, improves logistics, possibly encourages investment.
Employment: Both direct (construction, operations) and indirect (support services) jobs.
Industrial/urban growth: Durgapur is a major industrial hub; these projects strengthen its role and capacity.
Challenges and Risks
Implementation delays: Projects of this scale often face land acquisition, environmental, technical, or bureaucratic delays.
Environmental impact: Thermal power plant increases carbon emissions; even with pollution control, there’s risk. Need to ensure proper compliance.
Cost Overruns: Big infra projects often go over budget.
Local displacement or social impact (if any) for new construction, pipelines, land use.
Monitoring: Ensuring that promised benefits (PNG supply, etc.) actually reach the households/commercial users without corruption or leakages.
Comparative & Contextual Observations
There is a tension in Durgapur (and in West Bengal more broadly) between violent / criminal incidents and the state’s attempts to boost infrastructure and development. This case of gang rape shakes public confidence, especially among families sending girls for higher education.
The development projects often have significant political symbolism (e.g. central government involvement, PM inaugurations), especially since elections are approaching; thus they are under high public scrutiny.
Issues of women’s safety, institutional accountability and transparency (in crime investigation) have been recurring in many Indian states; Durgapur’s case adds to that body of incidents and may prompt reforms or renewed policy debate.
